The Live Animals and Perishables Board (LAPB) develops criteria for the acceptance, handling and loading of live animals, perishables and healthcare products in air transportation, as outlined in the IATA Live Animals Regulations (LAR), the IATA Perishable Cargo Regulations (PCR) and the IATA Temperature Control Regulations (TCR). They include provisions for their quality and safety while in the custody of IATA Members and, where applicable, throughout the entire transportation cycle.
Objectives
The objectives of the Live Animals and Perishables Board include:
- Considering all aspects for safely transporting live animals, perishables, and healthcare products worldwide, including, but not limited to, classification, labelling, marking, packing, handling, loading, documentary requirements, and any other necessary control and animal welfare and cold chain management procedures.
- Considering all proposals made from IATA Members, Convention on International Trade in Endangered Species (CITES), World Organisation for Animal Health (OIE), European Union (EU) and national legislative authorities, and other interested parties.
- Developing and approving documentary requirements and procedures for the quality control, handling, and processing of live animals, perishables, and healthcare products and their loading and unloading onto and off aircraft.
- Developing and issuing educational and training material, as required, to help packaging and equipment manufacturers, shippers, IATA cargo agents, forwarders, handling, and airline personnel comply with IATA Regulations.
- Undertaking a continuing review of the acceptance and transportation of perishables by air in the best interest of the conditions of live animals, perishables and healthcare products and the safety of personnel and equipment.
- Maintaining close contact with shippers and national and international organizations concerned with the establishment of uniform and intermodal standards and requirements for the transport safety and welfare of live animals, perishables, and healthcare products.
Teleconferences and Meetings
The Board teleconferences or meets as required. IATA Members and Observers may participate upon approval of the Secretary in consultation with the Chair.
Membership
The LAPB is open to IATA member airlines only.
The Board consists of up to 12 members who are experts in the industry’s handling, procedural, operational and safety requirements for the air transportation of live animals, perishables, and/or healthcare products. The Cargo Services Conference (CSC) appoints members for a 4-year term.
