ICAO's 5th World Wide Air Transport Conference

March 2003


ICAO held the 5th Worldwide Air Transport Conference in Montreal on 24-29 March 2003, to review the current regulatory issues and policy options for further liberalisation.

The pace of liberalisation in the international air transport industry accelerated in recent years. There is now broad acceptance of the need for regulatory change, although there are wide divergences between states and airlines as to how fast and how far this should go.

Key issues discussed at this conference included ownership and control, market access, dispute settlement and consumer affairs.

From here you can download part of the final report of the Conference, in the form of 'Consolidated Conclusions, Model Clauses, Recommendations and Declarations' . This document also contains a Declaration of Principles intended to provide guidance for States on regulatory practices for the future.

Issued in June 2003,  ICAO Council Decision Paper references both WP's C-WP/12040 and C-WP/12041 setting out the results of ATConf/5.
